{"id":1905,"date":"2018-06-20T21:29:00","date_gmt":"2018-06-20T21:29:00","guid":{"rendered":"https:\/\/www.realtrends.com\/blog\/2018\/06\/20\/director-nominee-kathy-kraninger\/"},"modified":"2025-03-13T02:33:42","modified_gmt":"2025-03-13T02:33:42","slug":"director-nominee-kathy-kraninger","status":"publish","type":"post","link":"https:\/\/www.realtrends.com\/blog\/2018\/06\/20\/director-nominee-kathy-kraninger\/","title":{"rendered":"Analysis of Trump CFPB Director Nominee Kathy Kraninger"},"content":{"rendered":"<p>On June 18, the Trump Administration announced its formal nomination of Office of Management and Budget (OMB) Associate Director <a href=\"http:\/\/events.afcea.org\/GlobalID17\/Public\/SpeakerDetails.aspx?FromPage=Sessions.aspx&amp;ContactID=112350\">Kathy Kraninger<\/a> to be Director of the Consumer Financial Protection Bureau (CFPB).<\/p>\n<p><!--more--><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-47459\" src=\"https:\/\/www.realtrends.com\/blog\/wp-content\/uploads\/sites\/9\/2021\/01\/kathy-kraningers-300x261-1.jpg\" alt=\"CFPB Director Nominee Kathy Kraninger\" width=\"356\" height=\"310\">Kraninger oversees $250 billion in federal spending for seven Cabinet departments and 30 federal agencies in her current position at OMB, according to the White House. She previously held <a href=\"https:\/\/www.wsj.com\/articles\/kathy-kraningers-credentials-1529449818\">staff positions<\/a> on the House Appropriations Committee\u2019s Homeland Security Committee and the Senate Homeland Security Committee and has served as a policy advisor under the Bush Administration to Homeland Security Secretary Tom Ridge and to Treasury Secretary Norman Mineta.&nbsp; She graduated from Marquette Magna Cum Laude in 1997 and from Georgetown Law School in 2007.<\/p>\n<p>The White House announcement came just days before June 22, when Acting CFPB Director (and OMB Director)<a href=\"regulatory-reform\/\"> Mick Mulvaney <\/a>would have had to depart the agency under a Federal Vacancies Reform Act provision that limits an acting appointee\u2019s term to six months. The naming of a successor to Mulvaney triggers another provision in the Act that allows Mulvaney to serve until the Senate confirms, rejects, or returns the nomination.&nbsp; If the Senate rejects the nomination or if Kraninger withdraws for any reason, President Trump could nominate another candidate and Mulvaney could stay until that candidate is confirmed or an additional 210 days. If the Senate does not act on Kraninger\u2019s nomination before the end of this Congressional session (currently scheduled for December 14), Senate rules require that it must be returned to the President, which triggers an additional 210-day period that would allow Mulvaney to serve as acting director until approximately July 2020 or until a subsequent nominee is confirmed.<\/p>\n<p>Kraninger\u2019s confirmation already promises to be a contentious process.&nbsp; Several consumer group representatives immediately attacked the appointment as a Trump Administration ploy to keep Mulvaney on indefinitely, given Kraninger\u2019s lack of consumer finance experience.&nbsp; Senator <strong>Elizabeth Warren<\/strong> (D-MA) has<a href=\"http:\/\/thehill.com\/policy\/finance\/392965-warren-to-put-hold-on-trump-consumer-bureau-nominee\"> tweeted<\/a> that she would put a hold on the nomination\u2014and <em>fight it at every step\u2014<\/em>until Kraninger turns over all documents about her role in the Administration\u2019s \u2018zero tolerance\u2019 immigration policy that is \u201cripping kids from their parents.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-47460\" src=\"https:\/\/www.realtrends.com\/blog\/wp-content\/uploads\/sites\/9\/2021\/01\/Screen-Shot-2018-06-20-at-3_21_35-PM-836x1024-1.png\" alt=\"CFPB Director Nominee Kathy Kraninger\" width=\"456\" height=\"558\"><\/p>\n<p>Further complicating any prediction on how the selection of a new CFPB Director will play out is the ongoing legal challenge to Mulvaney\u2019s appointment brought by Leandra English, former CFPB Director <a href=\"richard-cordray\/\">Richard Cordray<\/a>\u2019s chosen successor.&nbsp; The D.C.
